The Waking Sands is a Offset location trying to stay more into Neutral Territory while having access to most areas, Putting a Warp zone into a more closed area would bring more suspicion and far more unwanted guests.

Putting it into a City state would get it too much restrictions to their operations. Then it's kind of a straight shot; just run straight through don't veer off to the right and leave town until you go down a flight of stairs and hit a dead end.
